Public participation, a requirement with Sports compliance- Tororei

Holding the compliance certificate issued by Sports Registrar, Football Kenya Federation (FKF) Uasin Gishu county chairman Paul Tororei embarked on the journey of public participation lat week to sensitize football leaders on the importance of conforming with Sports Act 2013.

As the leader, last one week, he marshaled clubs and leaders, traversing the six sub counties, where they mate between 30-50 teams par sub county, which is says it was a successful journey.

 “Currently we have a crisis in football after FKF elections were stopped twice and we as a county are trying our best to ensure that the stalemate will come out of when our teams will comply with Sports Act,” said Tororei.

He said that the as the county, they have are following Sports Act 2013 where its meant to streamline all sports activities in the country.

“So far FKF has not complied and as a counties we have taken that initiative because we want to be transparent and work with the government. In this case, we cannot continue having football activities running in situation where we don’t know what is going on,” said Tororei.

He said that as counties they decided to register by Sports registrar and they are on the procedure on what is required because the certificate we have is supposed to take 90 days.

“We need to do public participation for people to understand what is Sports Act then we need to tell clubs on the reasons why they need to comply with sports act. We are doing public participation purposely to educate people and clubs,” he added.

He was sure that with the certificates, as county officials and clubs they can secure funds from National Government Affirmative Fund, which is offered by county woman representatives as well as Costituency  Development Funds (CDF).

“There will be no elections until the teams have complied. FKF national office has not complied that is why the counties have taken the initiative to ensure that it is done. And as par the certificate, we are supposed to host elections. After public participation, we have agreed that each team should have three voters not one. After public participation, we need to forward our county constitution to be approved by sports registrar and from there, the voters register will come from Sports Registrar’s office not FKF because the federation is an interested party,” he explained.

He said that only those teams that will have complied will be allowed to vote.

“In Uasin Gishu, we have 20 teams that have complied and over 30 counties from the country have also complied. So we are on the right track. As FKF is affiliated to FIFA, and as a county sports Association, we will comply with FKF. FKF will remain as the mother body and we will affiliate to FKF.

On public participation he said: “We wanted the teams to know what the content of Sports Act is and we were letting know the procedures of compliance, like the chairman, secretary and treasurer for each team and to ensure that they comply. At the public participation, the turn-out has been successful because we had at least 30-50 teams in each sub county. As the people in office, we needed to pass this information to the people and now teams are running up and down to ensure that they comply,” he said.
