The Patrick Owino coached side won in 21-18 and 21-15 to match into final play, which is an improvement after finishing fourth in 2015 after losing to Rwanda in the third-place beach volleyball playoffs.
Kenya eliminated defending champions Nigeria in the quarterfinals.
They play Egypt who Mauritius in straight-sets of 21-19 and 21-19.
