Team Kenya whipped Rwanda to storm into the CECAFA Challenge following their win in the semifinals in Asmara, Eritrea.
The ten-man won 4-2 in post match penalties to remain unbeaten in the under 15 tournament.
The two nations played to a one all draw forcing the game to match into spot kicks.
Kevin Wangaya scored the first goal for Kenya in the 46th minute before Bobo Sibomana leveled for Rwanda in the 16th minute.
But Kenya finished ten men after Umar Yasin Rajab was sent off for a second bookable offence.
